Investigative Report: Water Terrorism Policy, Hindutva’s Dirty Work, and Targeting Punjab Farmers in India-Pakistan Geopolitics

Introduction: A Devious Design Behind the Floods
In recent years, Indian Punjab—once the breadbasket of the nation—has faced unprecedented flooding. The official narrative describes these floods as natural calamities exacerbated by climate change and mismanagement. However, a deeper and more sinister layer is emerging, exposing a coordinated strategy of water terrorism aimed not only at destabilizing Pakistani Punjab but also at weakening Indian Punjab’s farming community, dispossessing farmers of their land, and facilitating corporate land grabs.
Floods & India – Sikh, Punjab & Pakistan the target
These floods, it appears, are not random disasters but a result of a deliberate policy orchestrated by elements within the Indian deep state, aligned with the Hindutva ideology. The purpose is twofold: to squeeze Pakistan’s water supply as a form of geopolitical coercion and to destroy the livelihood of Sikh farmers in Indian Punjab. The recent stern warning by the President of the United States, cautioning India to stop releasing water to Pakistan, is a clear signal that global powers perceive this as part of an inhuman conspiracy against the Sikh community in India and Muslim Pakistan alike.
The Origins of Water Weaponization: Brahma Chellaney’s Controversial Thesis
This dangerous policy of weaponizing water was first openly discussed in the year 2000 at a small, closed-door conference at the India International Centre in Delhi, organized by the Sindhi Academy. Chaired by the well-known nationalist figure K.R. Malkani, the event hosted 15–20 participants, including myself. It was during this gathering that Brahma Chellaney—a Sindhi Indian defence analyst known for his Islamophobic views and close ties to the arms cartel—presented his concept of “Water Terrorism.”
Chellaney advocated the idea that India could weaponize its control over the Indus waters to punish Pakistan for its alleged support of cross-border terrorism. He argued this breach of the Indus Waters Treaty (IWT) would serve national security interests. His proposal was vehemently rejected by most attendees, including prominent secular intellectual Prof. Ram Puniyani, who denounced the concept as both immoral and illegal. I too stood against Chellaney’s position, emphasizing the treaty’s binding nature and the humanitarian disaster such a policy would create.
Despite being condemned then, this concept quietly found acceptance in some corridors of power, later resurfacing under the guise of national security and anti-terrorism rhetoric.
Suspension of the Indus Waters Treaty in 2025
In a dramatic escalation, India officially suspended the Indus Waters Treaty in April 2025 following a terrorist attack in Pahalgam. The government justified this as a response to Pakistan’s alleged violations of the treaty. However, insiders indicate that the deeper, more strategic intent is to weaponize the control of water resources as a means of coercion against Pakistan and internal dissent, particularly targeting Punjab farmers who are predominantly Sikh.
The suspension led to the sudden release of massive water quantities from Indian reservoirs into Pakistan’s Punjab, causing widespread floods, destruction of crops, and displacement of millions. Indian Punjab farmers, already struggling with economic distress, found themselves victims of a state policy masquerading as national interest.
The International Context and U.S. Warning
Most tellingly, the U.S. President issued an unusual and firm warning to India, demanding an immediate halt to the unregulated release of water into Pakistan. The warning indicated serious international concern that India’s actions may constitute an aggressive violation of international law and humanitarian norms, targeting not just Pakistan as a nation but the Sikh community and Indian farmers as well.
Experts see this as confirmation of the “deep state” operations inside India, where strategic decisions are made not through democratic deliberation but by an unaccountable network of military-industrial complex operators, Hindutva ideologues, and corporate interests. The clear beneficiaries of this engineered water terrorism are powerful agribusiness corporations and large real estate developers seeking to acquire cheap, flood-ravaged lands under the pretext of rehabilitation.
The Human Cost
The human toll is staggering. In Pakistan’s Punjab alone, tens of thousands of acres of fertile land are submerged, homes are destroyed, and hundreds of thousands of civilians—mostly small farmers and rural laborers—are rendered homeless. In Indian Punjab, farmers report sudden drops in groundwater levels after the state-controlled diversion of river water, causing widespread crop failure and indebtedness.
This strategy not only jeopardizes the basic right to life and livelihood of millions but also exacerbates communal tensions, particularly among Sikhs in Indian Punjab, who see the policy as part of a systematic effort to marginalize their community.
The Hindutva Agenda Behind the Scenes
The ideological underpinning of this policy can be traced to the Hindutva worldview, which seeks to redefine India’s national identity in majoritarian, exclusionary terms. Water, as a lifeline of rural economies and inter-community peace, becomes a weapon in this narrative. It is no longer a shared resource but a strategic tool to achieve geopolitical dominance and Sectarian consolidation.
Conclusion and Call for Justice
What started as a rejected idea in a small conference has now metastasized into a dangerous state policy with catastrophic consequences. The water terrorism policy violates the spirit of the Indus Waters Treaty, international law, and, more importantly, humanitarian norms. The warning by the United States, far from being mere diplomatic posturing, is a clear call for India to halt its inhuman agenda.
It is imperative for civil society, international bodies, and neutral observers to investigate and hold accountable those responsible for this calculated assault on human dignity, the environment, and regional peace. The victims—small farmers of Indian and Pakistani Punjab—must not be sacrificed at the altar of geopolitical power games.

حالیہ برسوں میں، بھارتی پنجاب — جو کبھی ملک کی اناج کی جڑ تھا — بے مثال سیلاب کا سامنا کر رہا ہے۔ سرکاری بیان میں ان سیلابوں کو موسمیاتی تبدیلی اور بدانتظامی کی وجہ سے بڑھتی ہوئی قدرتی آفات قرار دیا جاتا ہے۔ لیکن حقیقت یہ ہے کہ ایک گہری اور خطرناک سازش منظر عام پر آ رہی ہے، جو نہ صرف پاکستانی پنجاب کو غیر مستحکم کرنے بلکہ بھارتی پنجاب کے کسانوں کی محنت اور زمین کو کمزور کرنے، انہیں بے دخلی کی طرف دھکیلنے اور کارپوریٹ زمین ہتھیانے کی منصوبہ بندی کو بے نقاب کر رہی ہے۔
یہ سیلاب اتفاقی آفات نہیں ہیں، بلکہ ہندو توا نظریہ کے ساتھ بھارتی گہری ریاست (Deep State) کے عناصر کی طرف سے منصوبہ بند کیے گئے ہیں۔ مقصد دوگنا ہے: ایک طرف پاکستان کی پانی کی فراہمی پر دباؤ ڈالنا اور دوسری طرف بھارتی پنجاب کے سکھ کسانوں کی روزی روٹی کو ختم کرنا۔ حال ہی میں امریکہ کے صدر کی جانب سے بھارت کو پاکستان میں پانی چھوڑنے سے روکنے کی سخت تنبیہ بھی اس بات کی واضح دلیل ہے کہ یہ منصوبہ انسانیت مخالف سازش کا حصہ ہے۔
پانی کو ہتھیار بنانے کی ابتدا: برہما چلانی کا متنازع نظریہ
یہ خطرناک پالیسی پہلی بار سنہ 2000 میں بھارت انٹرنیشنل سینٹر دہلی میں سندھی اکیڈمی کی جانب سے منعقدہ ایک محدود شرکاء والی کانفرنس میں کھل کر زیرِ بحث آئی تھی۔ معروف قوم پرست شخصیت کے. آر. ملکانی کی صدارت میں یہ اجلاس 15–20 شرکاء پر مشتمل تھا، جن میں میں بھی موجود تھا۔ اسی دوران برہما چلانی — جنہیں اسلاموفوبیا نظریات اور اسلحہ کارٹل سے قریبی تعلقات کی وجہ سے جانا جاتا ہے — نے “پانی کی دہشتگردی” کی تشریح پیش کی تھی۔
چلانی کا مؤقف تھا کہ بھارت پاکستان کو سزا دینے کے لیے سندھ طاس معاہدہ (Indus Waters Treaty) کی خلاف ورزی کرکے اپنا کنٹرول پانی پر ہتھیار کے طور پر استعمال کر سکتا ہے۔ انہوں نے دعویٰ کیا کہ یہ اقدام قومی سلامتی کے مفادات میں ہے۔ اس تجویز کی سختی سے مذمت کی گئی، خاص طور پر پروفیسر رام پونیانی نے اسے غیر اخلاقی اور غیر قانونی قرار دیا۔ میں نے بھی اس پالیسی کی مخالفت کی اور بتایا کہ یہ معاہدے کی پابندی کے خلاف ہے۔
اس کے باوجود یہ نظریہ خاموشی سے طاقتور حلقوں میں قبول کیا گیا اور بعد میں قومی سلامتی اور دہشتگردی مخالف نعروں کے پیچھے چھپ کر دوبارہ ابھرا۔
2025 میں سندھ طاس معاہدہ کی معطلی
ایک ڈرامائی موڑ پر، بھارت نے اپریل 2025 میں باضابطہ طور پر سندھ طاس معاہدہ معطل کر دیا۔ حکومت نے اسے پاکستان کے مبینہ معاہدہ خلاف ورزی کے جواب میں بتایا۔ لیکن اندرونی ذرائع کے مطابق، اصل اسٹریٹجک ارادہ پاکستان پر دباؤ ڈالنا اور بھارتی پنجاب کے سکھ کسانوں کو نشانہ بنانا تھا۔
معاہدہ معطلی کے بعد، بھارتی پانی ذخائر سے پاکستان کے پنجاب میں زبردست مقدار میں پانی چھوڑا گیا، جس سے وسیع پیمانے پر سیلاب، فصلوں کی تباہی اور لاکھوں افراد کا بے گھر ہونا ہوا۔ بھارتی پنجاب کے کسان، جو پہلے ہی اقتصادی بحران کا شکار تھے، اب ریاستی پالیسی کا شکار بن گئے جو قومی مفاد کی آڑ میں نافذ کی گئی تھی۔
بین الاقوامی سیاق و سباق اور امریکی تنبیہ
سب سے حیران کن بات یہ ہے کہ امریکی صدر نے بھارت کو فوری طور پر پاکستان میں پانی کی غیر منظم ریلیز بند کرنے کی سخت تنبیہ کی۔ یہ تنبیہ واضح کرتی ہے کہ امریکہ سمیت عالمی طاقتیں اسے بین الاقوامی قانون اور انسانی حقوق کی خلاف ورزی سمجھتی ہیں۔
ماہرین اس کو بھارت کے اندر “ڈیپ اسٹیٹ” کی منصوبہ بندی قرار دیتے ہیں، جہاں فیصلے جمہوری عمل سے نہیں بلکہ فوج-صنعتی کمپلیکس، ہندو توا نظریہ سازوں، اور کارپوریٹ مفادات کے نیٹ ورک کی جانب سے لیے جاتے ہیں۔ اس پانی کی دہشتگردی کا واضح فائدہ اٹھانے والے زبردست زرعی کاروباری ادارے اور بڑے رئیل اسٹیٹ ڈویلپرز ہیں، جو سستی، سیلاب زدہ زمین پر قبضہ کرنے کے لیے منصوبہ بندی کر رہے ہیں۔
انسانی المیہ
انسانی نقصان بے حد وحشت ناک ہے۔ صرف پاکستان کے پنجاب میں ہزاروں ایکڑ زرخیز زمین ڈوب چکی ہے، مکانات تباہ ہو چکے ہیں، اور لاکھوں شہری — بیشتر چھوٹے کسان اور دیہاتی مزدور — بے گھر ہو چکے ہیں۔ بھارتی پنجاب میں کسانوں نے بتایا کہ ریاستی کنٹرول کے تحت دریائے پانی کی سمت موڑنے کے بعد زیر زمین پانی کی سطح اچانک گر گئی، جس سے وسیع پیمانے پر فصل کی ناکامی اور قرض میں ڈوبنے کی کیفیت پیدا ہو گئی۔
یہ حکمت عملی نہ صرف لاکھوں لوگوں کی زندگی اور روزی روٹی کو خطرے میں ڈالتی ہے بلکہ سکھ برادری کے خلاف مذہبی کشیدگی بھی بڑھاتی ہے۔
پردے کے پیچھے ہندو توا ایجنڈا
اس پالیسی کی نظریاتی بنیاد ہندو توا نظریہ میں پائی جاتی ہے، جو بھارت کی قومی شناخت کو اکثریتی اور استثنائی شکل میں دوبارہ وضع کرنے کی کوشش کرتا ہے۔ پانی، جو دیہی معیشتوں اور کمیونٹی کے درمیان امن کی بنیاد تھا، اب ایک ہتھیار بن چکا ہے۔
نتیجہ اور انصاف کی اپیل
ایک چھوٹی کانفرنس میں مسترد کیا گیا نظریہ اب ایک خطرناک ریاستی پالیسی بن چکا ہے۔ یہ پانی کی دہشتگردی کی پالیسی سندھ طاس معاہدہ، بین الاقوامی قانون اور انسانی اقدار کی کھلی خلاف ورزی ہے۔ امریکہ کی تنبیہ محض سفارتی کلمات نہیں بلکہ بھارت کو اس غیر انسانی ایجنڈے سے باز رکھنے کی صریح اپیل ہے۔
یہ ضروری ہے کہ سول سوسائٹی، بین الاقوامی ادارے، اور غیر جانبدار مبصر ذمہ دار افراد کی تحقیق کریں اور انصاف کو یقینی بنائیں۔ بھارتی اور پاکستانی پنجاب کے چھوٹے کسان اس جغرافیائی طاقت کے کھیل کا بوجھ برداشت نہیں کر سکتے۔

हाल के वर्षों में, भारतीय पंजाब—जो कभी देश का अन्न भंडार था—अप्रत्याशित बाढ़ का सामना कर रहा है। आधिकारिक बयान इन बाढ़ों को जलवायु परिवर्तन और कुप्रबंधन से बढ़ी प्राकृतिक आपदाओं के रूप में प्रस्तुत करते हैं। लेकिन असलियत में, एक गहरी और खतरनाक साजिश उभर रही है, जो न केवल पाकिस्तानी पंजाब को अस्थिर करने, बल्कि भारतीय पंजाब के किसानों की मेहनत और ज़मीन को कमजोर करने, उन्हें बेदखल करने औ⁷र कॉर्पोरेट जमीन हड़पने की योजनाबद्ध नीति का पर्दाफाश कर रही है।
यह बाढ़ें यादृच्छिक आपदाएँ नहीं हैं, बल्कि हिंदुत्व विचारधारा के साथ गहरे राज्य (Deep State) के तत्वों द्वारा योजनाबद्ध की गई हैं। उद्देश्य दोहरा है: एक तरफ पाकिस्तान की जल आपूर्ति पर दबाव बनाना और दूसरी तरफ भारतीय पंजाब के सिख किसानों की आजीविका को नष्ट करना। हाल ही में अमेरिका के राष्ट्रपति द्वारा भारत को पाकिस्तान में पानी छोड़ने से रोकने की कड़ी चेतावनी भी यह संकेत देती है कि यह पूरी योजना मानवता विरोधी साजिश का हिस्सा है।
जल हथियारबंदी का प्रारंभ: ब्रह्मा चेलानी की विवादित थ्योरी

2025 में इंडस वाटर ट्रीटी का निलंबन
एक नाटकीय मोड़ पर, भारत ने अप्रैल 2025 में आधिकारिक रूप से इंडस वाटर ट्रीटी को निलंबित कर दिया। सरकार ने इसे पाकिस्तान के कथित उल्लंघन के जवाब में बताया। लेकिन अंदरूनी सूत्र बताते हैं कि असली रणनीतिक इरादा पाकिस्तान पर दबाव बनाना और भारतीय पंजाब के सिख किसानों को निशाना बनाने का था।
निलंबन के बाद, भारतीय जलाशयों से पाकिस्तान के पंजाब में भारी मात्रा में पानी छोड़ा गया, जिससे व्यापक बाढ़, फसलों की तबाही और लाखों लोगों का विस्थापन हुआ। भारतीय पंजाब के किसान, पहले से आर्थिक संकट से जूझ रहे, अब एक राज्य नीति का शिकार बन गए जो राष्ट्रीय हित के नाम पर लागू की गई थी।
अंतर्राष्ट्रीय संदर्भ और अमेरिकी चेतावनी
सबसे चौंकाने वाली बात यह है कि अमेरिकी राष्ट्रपति ने भारत को तत्काल प्रभाव से पानी छोड़े जाने को रोकने की कड़ी चेतावनी दी। यह चेतावनी इस बात का संकेत है कि अमेरिका सहित वैश्विक शक्तियाँ इसे अंतरराष्ट्रीय कानून और मानवता विरोधी कृत्य मानती हैं।
विशेषज्ञों के अनुसार, यह “डीप स्टेट” की योजना का एक हिस्सा है, जहाँ निर्णय लोकतांत्रिक प्रक्रिया से नहीं, बल्कि सेना-उद्योग तंत्र, हिंदुत्व विचारक और कॉर्पोरेट हितधारकों द्वारा लिए जाते हैं। इस जल आतंकवाद का मुख्य लाभार्थी शक्तिशाली कृषि व्यवसाय और बड़े रियल एस्टेट डेवलपर्स हैं, जो सस्ते, बाढ़ प्रभावित ज़मीन पर कब्ज़ा करना चाहते हैं।
मानव त्रासदी
मानव क्षति अत्यंत भयावह है। पाकिस्तान के पंजाब में ही हजारों एकड़ उर्वर भूमि डूब चुकी है, घर उजड़ गए हैं, और सैकड़ों हजार नागरिक—अधिकतर छोटे किसान और ग्रामीण मज़दूर—बेघर हो चुके हैं। भारतीय पंजाब में किसानों ने बताया कि राज्य द्वारा नदी के पानी का अनियंत्रित मोड़ने के बाद जल स्तर में अचानक गिरावट आई, जिससे व्यापक फसल विफलता और कर्ज़ में फंसा दिया गया।
यह रणनीति न केवल लाखों लोगों के जीवन और आजीविका को खतरे में डालती है, बल्कि सिख समुदाय के खिलाफ साम्प्रदायिक तनाव भी बढ़ाती है।
पर्दे के पीछे हिंदुत्व एजेंडा
इस नीति की वैचारिक नींव हिंदुत्व विश्व दृष्टि में पाई जाती है, जो भारत की राष्ट्रीय पहचान को बहुसंख्यकवादी और बहिष्कारी रूप में परिभाषित करने का प्रयास करती है। जल, जो ग्रामीण अर्थव्यवस्थाओं और समुदायों के बीच शांति का आधार था, अब एक हथियार बन गया है।
निष्कर्ष और न्याय की पुकार
एक छोटे सम्मेलन में खारिज की गई अवधारणा अब एक खतरनाक राज्य नीति बन चुकी है। यह जल आतंकवाद नीति इंडस वाटर ट्रीटी, अंतरराष्ट्रीय कानून और मानवता के सिद्धांतों का उल्लंघन है। अमेरिका की चेतावनी केवल कूटनीतिक शब्द नहीं बल्कि भारत को इस अमानवीय एजेंडे से रोकने की पुकार है।
नागरिक समाज, अंतर्राष्ट्रीय निकाय, और निष्पक्ष पर्यवेक्षकों को जिम्मेदार व्यक्तियों की जांच कर न्याय सुनिश्चित करना होगा। भारतीय व पाकिस्तानी पंजाब के छोटे किसान इस भू-राजनीतिक खेल के बलिदान नहीं बन सकते।
